Really hoping for a Cabal Army General. Commander Zavala: The goddamned Cabal have been hiding away in jupiter's atmosphere rebuilding their army since that mess with Oryx. They recently started taking control of the moons around jupiter. Now we have a big mess. Story can include a Moon or two. Don't know what to do about the location of the base. Giant ship hiding in Jupiter's atomsphere seems redundant, but there is no ground on jupiter. Perhaps a giant platform floating in the atmosphere with Cabal high command running the place.
