Signed. Hoping that it would become a relevant item one day.
Absolutely a horrible decision to give you a rare item (that means a lot based on the story) right before you start using legendary gear. It is basically immediately useless.

I could NEVER figure this out. Like why not make it an Exotic that is usable by level 17 and up? Just make it Exotic level attack ratings, and that gun would STILL be used in PvE.

Or even a legendary that you still needed to reach level 20 for. You get gear all the time that needed a higher level before you could use it. Why not that one as well. Wouldn't that make people excited to go hit level 20 (if they hadn't already in the story mode) and make an important rifle useful in the game?

Yeah. This too, or an Arc damage primary, something "futuristic" since the gun is [spoiler]from the future.[/spoiler]. That way everyone would get a shot at an elemental primary too. Just an odd decision, for moment of triumph you get a fleeting reward.
