Need pvp patrols. Currently there is nothing on patrol that a sparrow can't get past, and knowing at any moment you could be scoped in would be more exciting.
Maybe have something like 6 people max per patrol area (earth, moon venus, etc) since you should really be there for the patrol, but maybe to pick off a guardian or two.
Have better rewards in the chests, and maybe have the vip patrol missions be on a gaurdian instead of mobs

Good way to get PvP people to do some PvE. It would essentially be PvPvE, which they do in some MMO's. But it would have to be far more than 6. you could have one person in each area and never see another soul. It would be an additional problem much like the one Patrol currently suffers where there arent usually alot of people there

Definately seperate from regular patrol. Maybe you could pull out your ghost, and they could tell you the number of guardians in mothyards, the divide, the ember caves, scablands. That way if you are trying to go unnoticed you can try to avoid them, and if you want you can seek others out. Would also make you put your head down everytime you see "[xxxxx] is near"
