These year 1 exotics will be viable in year 1 content which I find is acceptable. If year 1 content was getting an increase in difficulty and levelling then I would think the year 1 exotics could be in order for a buff, but as they're remaining the same I think the exotics are fine as they are. For example: it would be quite ridiculous using a level 40 ghorn (or other top tier exotic) on level 30 atheon, do you see my point?
