Rate of fire is fine. All other stats need to be maxed out.
Replace Hip Fire with Third Eye, Smooth Ballistics with Ranged Lens RLR5 or Red Dot-ORS1, and Luck in the Chamber with a perk that combines Hidden Hand and Rangefinder.
