What did I miss? Are you sure you understood it?? It only affects 4 frames "recovering" from flinch. It doesn't directly reduce flinch at all. If it actually reduced flinch by 33% then that would be worth something.

When he compares the location of the scope dot to the targets head mid flinch you can see the 33% reduction. It doesn't seem like much but with a sniper that is a significant difference.

He already says at the beginning there is no actual flinch reduction. Mentioned via PlanetDestiny as well. With or without the perk, your bullet will still not go where your crosshairs are pointed. It's just that with unflinching, your bullet will be slightly less off target (33%). Meaning there is still no possible way to aim it, you just have to get lucky when firing. The only thing useful the perk does is realigns those 2 accuracy points slightly faster, and that is not significant imo. Especially considering there is no way to tell when that happens and you'll most likely be under fire the entire time. Those 2 points could get knocked off again before you even realize they were realigned. Surplus, double down, performance bonus, or even grenadier and rodeo (depending on the usage) are much more viable.
