No way. Most of the ones I see go to the shittier people. I did a strike a couple hours ago and a guy entered right as we killed tanniks (don't know how it's spelled). Not only did he not have any kills, he didn't even have an assist. He ended up with legendary armor and a legendary engram, while the other two of us got blue shit.
