Actually the person has the freedom of speech to apologize for whatever he wishes for. Also if thought to be so egregious the person may say he apologizes on behalf of a certain race, religion, etc, because said person wishes so much so that it didn't happen. Now does he really apologize on behalf of everyone? No. He can't physically do that, but it's the thought that counts. What you can't do though under freedom of speech is discriminate against someone for being a certain sex, religion, race, etc. That my friend is violating their rights.
