I'm no expert but I'd say no. To me, all he's doing is optimizing his modem for his xbox. There's no extra equipment that could hurt some other player and this seems no different than if someone had bought a modem and internet plan exclusively for their xbox. Worst case scenario, he typed the wrong value somewhere and made his own connection worse by accident.
