Does this count as Network manipulation?

So I... *cough cough* my friend has had terrible connection for the longest time because his family is streaming Netflix from dawn till 3am. He had this idea to restrict usage to the internet from all other sources by changing the QoS setting for his modem. Basically he set High priority for his Xbone while nerfing his family's connection speed to that of Dial-up. Because he has manipulated his own network to give himself the highest speed on his console, does that violate the terms of use and can he get banned for network manipulation? Asking for a friend...

  • I don't think that would count. All he is doing is altering the QOS, not using a Lag switch or something. I do the same thing when my family is using the internet as well.
