I have gotten two Hawkmoons. It's not rigged. You just have bad luck. Scary thought, right?

I have like 5 casual friends that have every exotic in the game, many of which don't play anymore.. nothing left to chase

That doesn't mean that because they're casual they got the exotics handed to them. They just got lucky.
