Val uru'un ( PoE 34 final boss in ' broken legion') doesnt show up for me and ive killed him several times

That's not Valus Aru'un. The one that shows up in the level 32 and 34 challenges and rotates his shield element is Valus Trau'ug. Valus Aru'un is a random boss at the end of the level 28 Prison of Elders option.
