"Zelda: Ocarina of Time" was voted best "game" of all time. But it's been awhile since that vote was taken. Best franchise? You can't deny Halo. Both popularity and variety of game types/variants. Never got bored w/ any Halo title, ever. Grand Theft Auto has to be 2nd.
