You said only choice so rephrase it to [i]better[/i] choice. There are alternatives and those are weapons that can have great PvE rolls like Surplus, Field Scout, Clown Cartridge/Mulligan.
I'm not saying they're as great as the Black Hammer as it is now but they're great alternatives.
