Actually, bungie doesn't know the definition of harrassment. You are following the terms of agreement.

But you have to remember, somebody can define what a word or words mean when used in their documents, if they choose to do so. Now I don't see Bungie doing that, so I can't say they have, but keep in mind that it is possible!

Since most forms of cheating can also be explained by some kind of glitch or other factor outside the players control (such as a laggy internet connection, faulty perk that lets you spawn with rockets) and really there is usually no way to know if a person is actually cheating or just benefiting from something outside their control. When you name and shame someone you could easily argue that it only serves the purpose to annoy them, since now they will be more likely to be booted from fire teams, receive threatening messages, get reported when they aren't doing anything etc etc. That pretty much fits this definition like a glove wouldn't you agree: the poster is conducting a course of action (writing the post) which causes the shamed to be seriously annoyed (for the reasons I stated above) for no legitimate purpose, (or at least there is no way to know if it is legitimate or not and so Bungie decided to treat all cases as illegitimate).
