Xur was selling Ghally Why else would this happen? Has it ever happen before? They didn't want you to have it pre-nerf so they intervened, and what's this they can remove a weapon from Xur but can't add one? I call big pile of BS Think about it if I'm wrong why haven't they offered and explanation as to why that happen and how'd it happen...
