I got mine from dismantling the Khvostov 7G-02 which gave me the "Timeless Classic" part. I then had to kill about a hundred vex to get the "Space Binder" part. Give those 2 parts and an exotic shard to the Gunsmith an he gave me the Vex. That was a good day.
