Because they are beat at their own game. Thorn and TLW can shoot just as far, with just as much accuracy, and hit twice as hard.

If this is truly the case, doesn't it speak volumes about how shattered and broken the state of Crucible is?

I wouldn't say that. All in all the gameplay in itself is fairly balanced. It's the nitty gritty things like weapon damage and stuff that is making it to where Crucible is dominated by Hand Cannons.
