I'd go with VoC, Invective, Harms Way.
VoC will be your main boss damage and add clearing.
Invective will primarily be used to break detain and kill Eye / Majors.
Harms way will backup the Invective as need be.
If you had a SGA the VoC / Blackhammer / SGA combo would be a little better.
