Every Hunter Class Engram Gives The Same Two Items
So I have been playing this game since Beta. I actually never paid attention but every time I take a blue class engram to the cryptarch for the hunter, it always gives me the same two items (either a Hustler's Cloak or a Grinder's Cloak). Just to test it out, I saved 9 engrams, and took them to the cryptarch all at once, received (6 hustler's cloak and 3 grinders cloak). Tested out again the same way (Received 4 Hustler's cloak and 5 Grinders cloak). I know there is ton of rare class items for the hunter but I have never got anything but those two items. Anyone experienced anything similar?
Edit: So it seems that as your hunter levels up, you will not be able to attain many of the rare class items. Thanks for all the replies to point out this issue.

If your hunter is level 5, you can get a bunch of different rare cool looking cloaks.

If you want some of the rarer cloaks like the cloak of perception and frumious cloak, 1. Make a second hunter 2. Place blue class item engrams on hunter 3.decrypt engrams 4. ??? 5. Profit

My brothers lvl 25 hunter just got dragons breath from inferno control

Or the hardcase cloak.

All the blue cloaks are meh, except the one from the Moon.

I do the strikes and get some different blue cloaks from time to time
