You can't/shouldn't complain about anything that's unreleased. How do you know it's OP? Have you gotten a prerelease copy and played it extensively to give us your valuable and in depth analysis on it? Nope, complete guess work off a description.

Ok, yes they're very different. Have you seen the crucible gameplay from E3? It shows off the localized storm grenade.
