Bungie already said in an interview it's not available for players yet. They gave the Bounty to get the Fate of all Fools to one person due to a medical issue. The bounty was had nothing to do with the strangers rifle.
As of right now we will just have to wait and see if Bungie wants to put it in the game later

it was the gun not the bounty. the bounty would be impossible to complete until now, if he had gotten it a year ago

It was a bounty, they just changed the Trials part to basic crucible. The only guy that has it even said how hard the bounty was in an interview when this all first happened. Tons are things could have changed with it by now and tons more can change before they release, if they release it
