You start fresh on every mission/patrol. If ammo carried over it would make some activities too easy

No changes to anything armor. Weapon ammo should not disappear if you don't use it, regardless if you change locations, it is still ammo you paid for (using strange coins or got from a drop) either way it shouldn't just vanish.
