This is a very simple topic. Where is this exotic scout rifle and how do we get it. Feel free to post your theories below! Before you crack at it though I will point something out that has caught my attention. The dismantle time of the vestian dynasty is that of any exotic piece of gear. (Maybe if you accidentally almost dismantle it?) But why if you can just buy the weapon again at rank three in the Queen's wrath (very easy to get to btw) maybe this little sidearm is more than what it appears? Only time will tell.
