Adding in all that stuff would make it more hectic. There will be enemies there defending the big bad. Plus adding a lot of those things would add to design time, and therefore add to cost. And besides they rarely give us anything that helps us in PvE content, minus scorch cannons which you have to kill to get, and pikes which you have to kill to get usually.
