It's either/or. If you look at the "VIP rewards" for TTK it states anyone already possessing both expansion 1 and 2 or with at least one character at level 30 before August 31(not 100% sure on the date), will be eligible for VIP rewards with basically any pre order of TTK.

As long as you pre order any version of TTK, I believe so.
