Anyone who has reached lvl30 within the first year. They haven't said whether that was before TDB or after though

If you look at the "VIP rewards" for TTK it states anyone already possessing both expansion 1 and 2 or with at least one character at level 30 before August 31(not 100% sure on the date), will be eligible for VIP rewards with basically any pre order of TTK.

As long as you pre order any version of TTK, I believe so.
