I think the veterans that have characters over level 32 should get everything that comes with the collectors edition in the normal edition that way people who have never played the game before can buy the expansions 1,2 and the original game with the taken king and the veterans can buy the normal taken king as they have paid for both the expansions already making it roughly the same price paid on both ends
