It can 2 shot people but I only had that happen with an afk guy

The one that isn't being used by a garbage user? Go look up your stats before making biased statements. It does 36 damage to the head per individual shot / 3 shots p/ burst. 36 * 3 = 108 Damage. You should be able to 2-shot if you don't suck at landing headshots, simple as that.
