Silly? I didn't realize 'silly' was so insulting. I feel bad for all the clowns I've come across. I always point at them and say "look at that silly clown." If I knew I was insulting those clowns, I might have chosen my words more carefully. Now I'm sad.

All of it is. The cost of the stand alone digital download is $40, with the VIP rewards and more. The other options for more money come with the base game and previous DLC. One comes with collectors content, that's not needed, but an incentive to get people to spend more money.
