Still mad I couldn't hijack one. [spoiler]And confused as to why they existed at all, given that they appeared one time in one level in one game. [/spoiler]

As you know Halo 2 was cut short by a lot. In fact the entire 3rd act was cut and pasted into Halo 3. Since the first missions of Halo 3 include a lot of covenant, it is safe to assume that we likely would have seen the Shadow and more vehicles (cough, spectre, cough cough) in the 3rd Act when we went back to Earth.
