I gave a rare class engram to my low level hunter, when i decrypted it i got this cloak
Im presuming there are other cloaks that i can only get at low levels

there's a few. I just made a new Hunter a grabbed Frumious, Cloak of Perception & Brawler from Rare engrams I got on my high level characters.
