It basically does, I'm fairly certain that final round is glitched, I believe what happens is that the "Final Round" of the mag is bound to that bullet. Say you shoot 3 bullets and reload, the final round then becomes the 6th bullet in the mag. I believe this is true b/c snipers with final round the bullet can end up being on the first round and the final round of the same clip

On void week on skolas my final round for efrideet activated on the last two bullets.
