Yea Vex is classified as a fusion rifle so it was affected by the fusion rifle nerf patch. After all the nerfs on this gun i finally though it was some what balanced. I really think this patch screwed up this weapon and would want it reverted.

It was an accident, Bungie forgot to filter it out like they did when they first screwed up.
