That tech is using speed tape to cover a gap, is cutting around rivets, and when the engine cowling can make it in for maintenance, it'll be a bitch to remove (because it's so strong) before they can re-rivet the cowling cover. I know of military aircraft that go into combat with Speed Tape patches. The pilots and ground crews are willing to trust their lives, aircraft and missions to it. It makes duct tape look like wet tissue paper.
