Actually there is a revolver commonly know as the rhino where he barrel sits at a lower position like that. And Bungie clearly states that the thing loaded into the hand cannons are not holding actual bullets or any projectiles but are power cores. They shoot energy

Well Bungie just made that shit up to cover there stupid design because it says kinetic and you can see the bullets in the air and on mounted different armor types.
