The queen card never dropped for me when she was around the first time when I was level 1. It's still not dropping for me now. I'm lvl 1 on all three characters. Thanks for looking into this. It's kinda frustrating.

The Queen's Emissary card was not fixed in this patch. I can't give out ETAs on card fixes, sorry!
