WoC is not massively overpowered in the vault, Explosive Rounds are. Which FB has. So FB still wins in that situation. Only thing is while you are 1-shotting everything, any perks that proc on a crit - or "precision"- kill will be nullified because the explosive rounds will be killing everything.
