they nerfed handcannons.
Bungie never buffed handcannons as a class.
They did buff thorn in the exotic patch

Yeah they buffed Thorn and the nerf did nothing.

The nerf did decrease accuracy at range noticeably. The follow up shit in particular is hard to get a crit shit. The the damage fall-off starts sooner. Noticeable with perfect balance not noticeable with send it.
