Why on the android app are the cards not yellow still have exp showing although tier 3 achieved

This is part of the issue regarding kill ranks on class cards are not granting the proper points. This particular issue is hard to recognize. Sorry about the confusion!

Same issues. I was wondering why some have yellow bars and others dont. I thought maybe it meant completed, but others which are completed don't have them. Some do , some dont
