It basically is, by my reckoning. > Pharaoh > ties to Horus > is the god of the sun, war, and protection > like a... GUARDIAN? First thing that came to mind for me at the mention of Pharaoh being a she was Hatshepsut - a female Pharaoh, regarded as one of the most successful, and following her death attempts were made to remove her from historical record. Y'know, kind of like Halsey being declared dead during the battle of Reach in 2552, and the fact that HUNTtheTRUTH is all about fabricated history... And the role of a Pharaoh?
Although a human, the Pharaoh was believed to be descended from the gods. He/she acted as the intermediary between his/her people and the gods, and was obligated to sustain the gods through rituals and offerings so that they could maintain order in the universe.
Seems kind of familiar... Rather fitting with the religious theme of the Covenant as well. Not to mention, 'Shar Eldy' being an anagram of 'Dr Halsey' is just going to be confirmation of it being Halsey in my mind right now. :P
