A scientific theory is a hypothesis that has gained a large amount of evidence to support its validity but not enough to actually be written as a law. Theories generally are accepted because "it's the best we've got" but they are always open to be changed with new data. They also are useful for actually being able to do application problems and engineering design.

Look down, electrical engineer. I know they are different, laws also are always fundamental and very general by nature as opposed to theories which narrow in on specific topics. Those theories are usually made up of models that help to prove them.
