It's not coming out on day one of how... Deej is awful at choosing his words. He said they are working on a raid, but it's taking longer than the rest of the dlc because crota's end was such an embarrassment. I don't blame them, and I'd rather them make good content (like vog), than -blam!-ing garbage (like ce). If they rush out a crap raid because of the -blam!-ing complainers, I'm blaming both sides.
