I remember it unlocking during the Reef cutscene also but that might have been changed to unlock during the story mission. My apologies but it's actually at the following location: Area: Rocketyard // Grimoire Points: 5 Missions Availability: Patrol, The Devils Lair (Strike) From spawn of the earth, head towards The Divide, and drive through it until you reach Rocketyard. When you arrive go straight forward, and jump on to the container-like shed between to buildings. The dead ghost will be on the roof on top of a box.
