Developers never implied it. People assumed and were wrong nothing you can do but deal or don't play. It's just a game.

Doesn't mean they'll implement a raid with every DLC.

DLC keeps a game afloat imo, and if raids are the pinnacle they messed this one up big time. But hey maybe The Arena will be cool.
