Because he works for ONI. Now, why he joined ONI? He's a student at a prestigious UNSC academy making ONI encryption look like a game. ONI's not gonna let that potential go unwanted. They're gonna offer him a job.

Except for the fact that hackers are very often legitimately employed by many organizations to make sure they have secure systems. And that real-world organizations don't just randomly kill people

Except for the fact that those "hackers" have been employed by legitimate companies and are then in turn contracted by other companies and governments. Criminal hackers aren't hired. They go to jail.

It's ONI. They actively try to commit genocide from the shadows like it's another day at the office. Have you read the Kilo 3 novels? They're -blam!-ed up. They don't arrest people who know too much.

My point is that ONI takes action against those they view as a threat. So you've got Michael. He's not some basement hacker who breached ONI security to expose government secrets to the populace. He's a UNSC recruit with an ONI father who breached security to show a few other recruits a video, and who wanted to follow in his father's footsteps. That seems like a much more useful (and simple to acquire tool) than a threat

You're making light as to the seriousness of the content he breached and what could have resulted if that video was ever made public.

And you don't seem to realize that, first and foremost, ONI is a practical organization. I'll reiterate it: Michael was a UNSC trainee who [i]wanted[/i] to join ONI. The video could have been serious, had it ever spread and had that information not been violently revealed to everyone soon after. But he didn't share it, and the information got out anyway.

Using a valuable and skilled asset instead of wasting resources killing them and receiving the same effect (safety of their information) with no returns

I don't know why you keep calling it harmless. If you take the approximate date the video was taken, compare it with the approximate birth date of the SPARTAN-IIs, you can figure out how young they were when they were augmented. The ethical implications are nauseating.

the video does show a spartan in it but the spartan program is still the best kept secret in the unsc at the time so people wouldnt have the slightest idea when their augmentations and such occurs, they didnt go public with any of the spartans' information for at least another 20 years approximately

I'm glad you asked. Corbulo Academy was destroyed in 2526. John was born in 2511. That makes him 15 at the time. That video that shows the Spartans and Innies fighting together was taken in either 2526 or BEFORE that. Which means they were 15 or younger in that video. Do you see where I'm getting at? Sully isn't the only one alive whose seen that video either.
