Never? I did it on more than 10 characters. :/
And that isn't even a part of the equation because of Crota gear and the new regular legendary gear. And if it was a part of the equation [spoiler]you can get a full set before the month is out and still have multiple pieces drop within a single raid. Once again iron banner is only 1 or 2 pieces at a specific time in the month[/spoiler]
