You know when you think about it iron banner gear is actually harder to get than raid gear (all troll aside) you can only get 1 or 2 pieces per month and it consumes days unless you have the time and patience to do it in 1
Whereas raid gear you can get the entire set in a single run and it only takes around 3-5hrs if your team is average.
but in the end it still sums up to this. You only need the highest light level to make the raid more forgiving not to kill some punk in Iron banner(where level doesn't even truly matter)

Never? I did it on more than 10 characters. :/ And that isn't even a part of the equation because of Crota gear and the new regular legendary gear. And if it was a part of the equation [spoiler]you can get a full set before the month is out and still have multiple pieces drop within a single raid. Once again iron banner is only 1 or 2 pieces at a specific time in the month[/spoiler]
