The bar around the cards don't indicate completion. If I am correct the color designates the cards "rarity", think of items in Destiny.
White border means Common
Purple border means Legendary
Gold border means Exotic

Yeah that makes sense. Although, i am not talking about the bar around the cards but the one at the bottom of the cards. For exampme if you check my activities part of the grimoire. My earth story isnt complete yet others are. Just a little confusing.
