I've done VoG but my grimoire hasn't gone up above 1945. I still don't have the Templar, Atheon, Oracles, etc. Or any other card involving the Vex (Precursors and other Vex sects)

You haven't completed the Vault of Glass as of yet. The only cards you are still missing in the Vex section are bosses Atheon, Time's Conflux and the Gorgons, and two ghost fragments.
